Turkmenistan capital gains tax calculator

Turkmenistan has no separate capital gains tax. A gain on shares, bonds, other securities or a participation right is ordinary individual income at the flat 10% standard rate, after the documented costs of buying and selling.

Work out the tax on a disposal from your dates and costs. Enter sales by hand or import your exchange CSVs, and the calculator splits multi-parcel sales under FIFO, keeps private property and valuables outside the base under article 187.1(l), and shows the arithmetic behind the final figure. Where the Code says nothing, here crypto, the calculator says so rather than invent a rate. Everything stays in your browser.

Rules current as of 2026-09-19, from the Tax Code of Turkmenistan on the Mejlis site.

Questions

Turkmenistan capital gains questions

Does Turkmenistan have a capital gains tax?

Not a separate one. The law that enacted the Tax Code repealed the 1993 law on the tax on operations with securities, and no capital gains schedule replaced it. A gain on shares, bonds, other securities or a right of shared participation in an enterprise is charged as ordinary individual income at the standard rate of article 192.1, which is 10 percent. Documented costs of buying and selling are deducted under article 189.1(g).

How much tax do I pay on selling shares in Turkmenistan?

10 percent of the gain, the standard individual income tax rate, after the documented acquisition and sale costs are taken off the sale value. There is no holding period, no annual allowance and no indexation: the rate is the same however long you held the shares. If you cannot document the acquisition cost, the tax falls on the whole gross amount until you produce the papers (article 195.3).

Do I pay tax when I sell my house or apartment?

In general no. Article 187.1(l) excludes the proceeds of an individual's sale of property owned by that individual from the income tax base. The exclusion reaches the proceeds, not just the gain, and the Code charges the seller no transfer tax on the value; the property tax has legal entities as its payers. The exception is property sold in the course of entrepreneurial activity, which is outside this calculator.

Is there a separate capital gains tax in Turkmenistan?

No separate capital-gains tax. The law that enacted the Tax Code repealed the 1993 Law on the tax on operations with securities (article 3 of the enacting law), and the Code carries no capital-gains schedule: the gain on the alienation of shares, bonds, other securities and rights of shared participation in an enterprise is taxed as individual income at the standard rate. Article 184.1(a) brings 'other income' into an individual's income from sources in Turkmenistan subject only to the exclusions of article 187, article 185.1 takes every income into the base except the article 187 items, and article 192.1 sets the rate at 10 percent unless the Code provides otherwise. Which disposals are outside the tax base?

Article 187.1(l) excludes the proceeds of an individual's sale of property owned by that individual, except (i) property realised in the course of entrepreneurial activity and (ii) the alienation of shares, bonds, other securities and rights of shared participation in an enterprise. An ordinary non-business sale of a private asset is therefore outside the individual income tax base, while securities and participation rights are expressly carved back in.

How is the cost of the securities treated?

Cost basis: article 189.1(g) lets a taxpayer receiving income from operations with securities or from the alienation of a participation right deduct the actually incurred and documented expenses directly connected with the purchase and sale of the securities and of the participation right. The provision states no documentary percentage substitute for securities, so an undocumented acquisition cost is not replaced by a norm.

What if the taxable income cannot be established?

Where the taxable income cannot be established, the full gross amount is taxed: article 195.3 provides that if the tax agent cannot determine the taxable income, the tax is withheld from the whole gross income, with a recalculation when the taxpayer produces the documents. Article 180.2(zh) states the same base for non-resident legal entities: for shares, other securities and rights of shared participation in a resident legal entity, the difference between the sale value and the acquisition and sale costs.

Is there a holding period, annual allowance or indexation?

No holding period, no annual capital-gains exemption and no indexation: article 187.1 lists the income excluded from the base and contains no anniversary test and no revalued cost schedule for securities, and no annual capital-gains allowance for a non-business disposal was located. The general article 188 personal deduction (one base value a month, higher for disability, dependants and war bereavement) applies on assessment under article 185.3 to income taxed at the article 192.1 rate, but the base value is fixed by legislation outside the Code and no amount for 2021-2027 was retrieved, so this calculator does not apply it rather than guess it.

How do capital losses work?

Losses: article 185.3 floors the tax base at zero when the deductions of articles 188 and 189 exceed the taxable income for the period. The reviewed text provides no carryforward of an individual's excess deductions or capital losses into a later year and no loss pool separate from the year's income. This calculator nets a year's securities and participation losses against that year's gains of the same kind and carries nothing forward.

How is crypto taxed in Turkmenistan?

Crypto: no provision on digital assets, virtual assets or cryptocurrencies appears anywhere in the reviewed Code text. A non-business individual's holding is not named among the shares, bonds, other securities or participation-rights exceptions of article 187.1(l), so on the Code's own text its sale proceeds appear to fall within the ordinary private-property exclusion; no official guidance and no crypto-specific rate were located. The calculator records a crypto gain informationally and charges no tax on it, and marks the treatment as unverified.

How are dividends taxed?

Dividends are a separate category: article 192.2 taxes income in the form of dividends and other funds received from shared participation in other legal entities at 15 percent. That is not the rate on a disposal gain, and the calculator never applies it to one.

Has the 10% rate changed between 2021 and 2027?

Rate history and confidence: the 10 percent standard rate is the consolidated text of article 192.1, whose only amendment reference is the Law of 3 June 2023. That amendment added the youth-entrepreneurship reduction and left the standard rate unchanged; no amendment altering the 10 percent rate was located anywhere in the reviewed text, so every year of this record carries 10 percent. The wording in force before 2023 was not separately retrieved.

What about selling property?

Property: article 187.1(l) is the whole position for an individual. A resident individual's ordinary private-property sale is excluded from the income tax base, whether measured on the gain or on the value; the Code charges no value-based transfer tax on the seller, and the property tax of articles 138-145 has legal entities as its payers. Article 160 governs business disposals of fixed assets (original cost less depreciation), and a sale in the course of entrepreneurial activity sits outside this calculator's non-business model. Notarial or registration fees on a transfer would arise under separate legislation that was not reviewed.

When do I declare the gain and pay the tax?

Return and payment: an individual who must self-assess files the declaration by the 25th day of the month following the reporting period and pays by the 10th day of the second month following it (articles 196.3 and 197.1); foreign citizens file by 1 April and pay by 15 April after the tax year. Article 191 sets the reporting periods as the tax year and, for the kinds of income it identifies, the first half-year. The tax year is the calendar year (article 5), and tax is computed and paid in manat, with foreign-currency amounts translated at the Central Bank of Turkmenistan official rate on the transaction date (articles 9 and 186.6).

What is the source of these rules?

The reviewed text is the Mejlis consolidation of the Tax Code of Turkmenistan in Russian, retrieved 19 September 2026, whose latest amendment reference is the Law of 12 April 2025. Articles 5, 9, 95, 103, 105, 111, 138-145, 160, 180 and 184-197 were read directly. Where a rule could not be sourced, namely the base value used by article 188, any crypto rule and any transfer duty outside the Code, this record and the calculator say so rather than supply a figure.
